According to the State Geocadastre, since the opening of the land market in Ukraine in July 2021, 339,644 land sale and purchase agreements have been concluded. In total, more than 636 thousand hectares were sold for 30.4 billion UAH. The average cost per hectare increased by 60% - up to 60.7 thousand UAH per hectare as of June 2025. As told analysts, the first months after the opening of the market were quite active. So, in July 2021, more than 2 thousand transactions were concluded, and the average price per hectare reached 95.7 thousand UAH. Already in December 2021 a hectare cost UAH 33.7 thousand.
With the beginning of a full-scale war, the market practically stopped, only in May 2022, 323 agreements were concluded. The resumption began in the summer, but the volumes remained low: up to 4.6 thousand transactions per month. This was three times less than at the end of 2021.
During 2023 the market gradually stabilized: 4 to 7 thousand deals were concluded monthly. At the same time, the price grew: from 39 thousand UAH/ha at the beginning of the year to 42 thousand UAH/ha at the end of the year.
At the beginning of 2024, the land market became available for companies as well. The market has revitalized, however, the expected surge did not happen, analysts say. This is probably due to restrictions for companies with foreign owners on transactions with Ukrainian land. Already since March, the number of transactions exceeded 9 thousand per month, and the total monthly value of transactions - more than 1 billion UAH. The price per hectare in 2024 fluctuated between 43-52 thousand UAH.
"If we compare the first half of 2025 and the first period of operation of the land market (July-December 2021), the number of transactions increased by 13%, at the same time the amount of transactions - almost three times (from UAH 2.85 billion to UAH 8.22 billion)", - stated in the report.
Now the most expensive land is in Ivano-Frankivsk region: on average for one hectare it is necessary to pay 126.6 thousand UAH. Then come Lviv region - 118.3 thousand UAH/ha, Kyiv region - 89.4 thousand UAH/ha, Ternopil region - 86.9 thousand UAH/ha. Dnipropetrovsk region is the leader among the frontline regions in terms of the cost of agricultural land - on average UAH 73.9 thousand/ha.
The lowest land prices in the frontline regions are: Zaporizhzhya region - 38.3 thousand UAH/ha, Kherson region - 39.1 thousand UAH/ha, Chernigov region - 41.1 thousand UAH/ha, Mykolaiv region - 41.6 thousand UAH/ha, Odessa region - 41.8 thousand UAH/ha.
This year most actively buy land in Poltava region (5.4 thousand agreements), in Vinnitsa region (5.4 thousand) and Kyiv region (4.7 thousand).
