According to data of the Ministry of Finance, for 9 months of 2025, the total amount of cash expenditures of the general fund of the state budget is 2.82 trillion UAH, which is 473.5 billion UAH (by 20.2%) more than in the same period last year, and in September was spent 312.6 billion UAH. It is noted that the expenditures of the general fund of the state budget for security and defense in January-September 2025 amounted to UAH 1.78 trillion, or 63.3% of all expenditures of the general fund. Including in September, UAH 210.8 billion was spent.
It is reported that in the structure of expenditures by economic classification the most money was directed:
UAH 1.13 trillion - for wages and salaries with accruals (including in September - UAH 135.2 billion), or 40.1% of total expenditures spent in January - September 2025 (against the same period last year increased by UAH 200.2 billion, or UAH 200.8 billion);
474.9 billion UAH - for social security (payment of pensions, allowances, scholarships) (in September - 55.1 billion UAH), or 16.9% of total expenditures, which is 63.1 billion UAH, or 15.3% more compared to the same period last year. The funds were allocated, in particular, for:
- transfer to the Pension Fund for financial provision of payment of pensions, supplements and increases to pensions;
- social protection of children and families, protection of citizens in difficult life circumstances, to support low-income families;
- payment of housing subsidies and benefits to citizens for payment of housing and communal services, purchase of solid and liquid furnace household fuel and liquefied gas;
UAH 397.3 billion - to pay for the use of goods and services (in September - UAH 53.6 billion), or 14.1% of total expenditures. The funds were allocated, in particular, for:
- support of the Armed Forces of Ukraine and other military formations and law enforcement agencies. This is the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor and other special equipment), fuel and lubricants, food, payment for public utilities;
- transfer by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population;
UAH 347.1 billion - for subsidies and current transfers to enterprises (institutions, organizations) (in September - UAH 33.6 billion), or 12.3% of total expenditures. The funds were allocated, in particular, for:
- purchasing goods to meet the needs of the Armed Forces of Ukraine;
- ensuring the functioning of the Entrepreneurship Development Fund;
UAH 246.3 billion - for servicing of the state debt (in September - 13 billion UAH), or 8.7% of the total volume (against the same period last year increased by 28.8 billion UAH, or 13.2%);
UAH 139.3 billion - for transfers to local budgets (in September - UAH 16 billion), or 4.9% of the total volume (compared to the same period last year increased by UAH 8.6 billion, or 6.6%).
