As of the end of the first ten months of 2026, the general fund of Ukraine’s state budget (excluding international grants) received 2 trillion hryvnias. The shortfall in actual revenues compared to the planned targets for the reporting period reached 73.7 billion UAH, with more than three-quarters of this shortfall - 56.2 billion UAH - occurring between August and October. The main reasons for the widening budget deficit were the intensification of Russian strikes on industrial enterprises and the blockade of commercial seaports. This was reported by Roksolana Pidlasa, Chair of the Verkhovna Rada Committee on Budgetary Issues, citing Interfax-Ukraine, as reported by Dengi.ua.

Revenue Structure and Largest Shortfalls in Collections

The total shortfall in key taxes and fees relative to the 10-month budget estimate amounted to 132 billion hryvnia. The largest shortfalls were recorded in domestic and import value-added tax, as well as domestic excise tax.

Budget revenue shortfall figures:

  • import VAT: the treasury received 548.7 billion UAH, falling short of the target by 47.5 billion UAH (-8%);
  • domestic VAT: 280.2 billion UAH was collected (net of refunds), falling short of the target by 44.7 billion UAH (-13.7%);
  • domestic excise tax: UAH 100.8 billion was collected, with a shortfall of UAH 29.8 billion (-22.8%);
  • dividends from state-owned companies: actual collections reached 58.9 billion UAH, which is 9 billion UAH below the target (-13.3%);
  • import duties: UAH 53.8 billion was collected, with a shortfall of UAH 1 billion (-1.9%) compared to the target.

Among other sources of revenue for the General Fund, transfers from the National Bank of Ukraine amounted to 146.1 billion UAH, while rent payments brought in 49.2 billion UAH.

Overperformance by Budget Line Items and Key Offsetting Factors

Part of the resulting deficit was offset by higher-than-expected revenues in certain fiscal areas. The main offsetting factor was corporate income tax, which generated 278.4 billion UAH, exceeding the approved plan by 32.9 billion UAH (+13.4%).

In addition, personal income tax (PIT) revenues totaled 287 billion UAH, exceeding the target by 5.9 billion UAH (+2.1%). This amount includes military levy revenues for the first half of the year; however, starting in July, the military levy is directly allocated to a special fund exclusively for the pay of Ukrainian Armed Forces personnel. Revenues from import excise taxes exceeded the target by 4.7 billion UAH (+3.2%), reaching 152.8 billion UAH, while revenues from rent payments increased by 1.9 billion UAH (+4%).
