The Cabinet of Ministers at its meeting on October 10 adopted a number of decisions to support business, which are designed to simplify its conduct, remove bureaucratic obstacles and strengthen support for entrepreneurs. It is noted that the decisions were approved in the following areas, namely:
Digital solutions for entrepreneurs and citizens
- "Pulse".
This information system, designed to simplify communication between business and government, is already working and demonstrates positive results. By government decision, a pilot project to digitalize the interaction between government and business will begin on January 1, 2026. And the status of the Pulse system as a unified state system for receiving and monitoring business communications has been formalized.
- Risk Management Module.
The government has made changes to the procedure of the Integrated Automated System of State Supervision. The risk management module in the system will automatically determine which enterprises to include in the inspection plan in 85 areas - from labor and environmental protection to technical standards. This will minimize the human factor and reduce corruption risks.
Support for business and Ukrainian producers
- Protection of Ukrainian producers in public procurement.
To support domestic business, the government has strengthened control over the fulfillment of localization conditions in public procurement. Manufacturers wishing to participate in tenders must provide more documents confirming compliance with localization requirements. The decision will protect Ukrainian producers from unfair competition and promote the development of the domestic market.
- Simplification of authorization procedures in fisheries.
The government has improved the procedure for special use of aquatic bioresources by clearly defining the mechanisms for issuing fishing permits. This will reduce business costs for permit procedures, increase transparency and create new opportunities for the development of the fishing industry.
- Expansion of the "Affordable Loans 5-7-9%" program.
The action of the program extends to the territories of active combat operations, where the state electronic information resources are functioning. And the enterprises operating in the frontline territories and using state support in 2022-2024 will be able, in particular, to refinance their debts on favorable terms.
- Compensation for clearing fields for single-person households.
The government has supported a decision allowing households to receive state compensation for demining services on their land. This is an important step towards restoring agricultural activities in the affected areas.

- Big privatization.
The Cabinet of Ministers of Ukraine made a decision on the terms of sale of the state block of shares of JSC Sumykhimprom. 99.9952% of the company's shares will be put up for electronic auction in the system "Prozorro.Sales" at the starting price of more than 1 billion hryvnias.
- Transparency of information about state-owned enterprises.
The Government has amended the Procedure for publicizing information on the activities of state unitary enterprises and business entities where the state owns more than 50% of shares. Now a significant part of the data on such enterprises should be regularly published, which increases the transparency of their work.
