In 2025, the volume of construction work in Ukraine exceeded 258 billion UAH - a 17% increase compared to the previous year and higher than in the record-breaking year of 2021. By a number of indicators, the industry has already surpassed pre-2022 levels. This was reported by Dengi.ua, citing an official statement from the Ministry of Development (available here).
How Ukraine’s Construction Industry Is Rebounding
After contracting by more than half in 2022 - down to nearly 115 billion UAH - the construction sector is showing a steady recovery.
In 2025, the total volume of completed construction work exceeded 258 billion UAH, marking the highest figure since 2015. According to Deputy Minister Natalia Kozlovska, the industry has effectively offset the losses caused by the onset of full-scale aggression.
Which construction segments are growing the most
Nonresidential construction has been the driver of growth:
- non-residential buildings - more than 86 billion UAH (an increase of nearly 50%): industrial and logistics complexes, hospitals, and schools;
- infrastructure projects - 137.5 billion UAH (up by 17 billion UAH compared to the previous year);
- residential construction - over 34 billion UAH (+30%), though this segment has yet to reach its 2021 record.
What were the results for the first quarter of 2026?
The first quarter of 2026 confirmed the positive trend: the total volume of work was 15.5% higher than during the same period last year. Growth was recorded in almost all segments:
- buildings - 20 billion UAH (+11%);
- residential construction - 6.2 billion UAH (+7%);
- non-residential construction - 13.8 billion UAH (+12%);
- infrastructure and civil engineering - 20.2 billion UAH (+20%).
This is the best first-quarter result since records began in 2015.
How Many Housing Units Were Commissioned
By the end of the first quarter of 2026, nearly 30,000 housing units were completed and put into operation in Ukraine—the best start to the year in the last five years.
The total area of housing completed was 2.2 million square meters, which nearly matched the 2021 level. At the same time, developers are not only completing previously started projects but also launching new ones.
How Salaries in Construction Have Changed
The industry’s recovery is also reflected in the labor market: the average salary in construction has been rising for the third consecutive year.
While it stood at 9,800 UAH in 2022, it reached 22,600 UAH in 2026, more than doubling over the four-year period.
At the same time, the Ministry of Development noted that the sector’s growth is being held back by safety risks, a labor shortage, and limited access to financing.
