As of December 31, 2024, Ukraine’s reconstruction needs over the next decade will total nearly $524 billion, according to the Fourth Ukraine Rapid Damage and Needs Assessment (RDNA4), released by the Ukrainian government, World Bank Group, European Commission, and United Nations.
The report assesses damages from February 24, 2022 to December 31, 2024.
In 2024 alone, estimated reconstruction needs grew by 8% - from $486 billion at the end of 2023. Direct damage reached almost $176 billion.
Priority recovery needs for 2025 are $17.3 billion, of which $7.4 billion is already covered by the state budget and donor support.
Priority areas include housing, energy, social and critical infrastructure, transport, and social protection.
Finance Minister Serhiy Marchenko stated, "The government and international partners are already taking steps toward recovery. However, while the war continues, all internal resources are directed to security and defense."
