There are 183 registered lobbyists in Ukraine, 160 of whom have active status. Nearly half of the Transparency Register’s participants are individuals, with another 50% being legal entities, while the share of foreign representative offices remains minimal. This was reported by Dengi.ua , citing data from the Transparency Register.

Official registration of lobbyists is conducted in accordance with the Law “On Lobbying,” adopted at the end of 2024. The document came into full effect in September 2025.

According to published data, lobbyists most frequently interact with the Verkhovna Rada of Ukraine. To date, the registry lists 146 such contacts. Next are the Ministry of Economy with 43 interactions, the State Service for Food Safety and Consumer Protection with 23, the Economic Security Bureau with 16, the Ministry of Finance with 15, the Ministry of Health with 14, and the State Tax Service with 13.

Meanwhile, only nine lobbying contacts have been officially declared with the Cabinet of Ministers.

The European Business Association (EBA), which brings together more than 900 Ukrainian and international companies, remains the most active participant in lobbying activities. The organization reported promoting 102 issues and declared 53 official interactions with government agencies.

In terms of the number of initiatives promoted, the EBA is followed by the “Ukrainian Food Retail Alliance,” the “Union of Ukrainian Entrepreneurs,” and the “Association of Diia.City Residents” - each of these organizations worked on 11 issues. Next were Vygidna Pokupka LLC and the Ukrainian Grain Association with eight initiatives, Philip Morris Ukraine and the European-Ukrainian Energy Agency Association - with five each - as well as Oschadbank and Ader Haber Government Affairs, which each declared three issues.

In terms of the number of direct contacts with government authorities, following the EBA, the leaders were the Ukrtyutyun Association and V.A.T. -Pryluky, each of which recorded 29 interactions. Next are JT International Company Ukraine with 24 contacts, ArcelorMittal Kryvyi Rih with 22, Philip Morris Ukraine with 20, British American Tobacco Sales and Marketing Ukraine and Ader Haber Government Affairs - 19 each, the All-Ukrainian Agrarian Council with 17, and the Association of Diia.City Residents with 15. 

Lobbyists are most interested in matters related to financial, banking, tax, and customs policy. A total of 93 interactions were recorded in these areas. Other areas of high demand include economic development and regulatory policy (38 contacts), ecology and natural resource management (37), energy and housing and utilities (34), healthcare (23), agricultural and land policy (20), law enforcement (18), as well as transportation, communications, and infrastructure (11).

As noted in the report, about 40% of all declared lobbying contracts are valued at up to 100,000 UAH. Another 30% each are agreements valued between 100,000 and 1 million UAH and between 1 million and 10 million UAH.

The Ukrainian model for regulating lobbying activities is largely based on the European approach. The law stipulates that only individuals and entities listed in the Transparency Register may officially represent the interests of businesses and other organizations during the drafting of bills and regulatory acts.
