Kyiv Prepares for a Difficult Winter: Will the City Have Enough Food in Case of a Blackout?

The capital is building up food reserves for the winter of 2026–2027 to support low-income residents and resilience centers - the city is already capable of providing hot meals for 25,000 people in the event of prolonged power outages.

Why Kyiv Is Building Up Food Reserves for the Winter

The capital is building up reserves of food and drinking water in case of prolonged power outages and other emergencies. First and foremost, the city is preparing to provide assistance to low-income Kyiv residents and people facing difficult life circumstances.

According to Oleh Kuyavsky, deputy head of the Kyiv City State Administration, as part of preparations for the fall-winter period of 2026–2027, Kyiv has accumulated and is continuously maintaining the necessary reserves of essential food items. This will make it possible to promptly provide those in need with essential food items in the event of disruptions to the power grid.

Where Will Food Reserves Be Used?

The stockpiles are planned to be used in the following situations:

  • at “resilience centers” (“punkti nezlamnosti”) during prolonged blackouts;
  • to assist victims of emergencies;
  • to support workers involved in emergency rescue and other urgent operations.

With the support of charitable and civic organizations, the city is able to provide hot meals for 25,000 people. The Kyiv City State Administration’s Department of Industry and Business Development also plans to purchase an additional 20,000 food kits for use in emergencies.

Who Coordinates Aid Distribution in Kyiv

Preparations are being carried out as part of the work of the Kyiv Humanitarian Headquarters, established in February 2022. It serves as a single coordination center for cooperation between Kyiv City State Administration departments, district administrations, municipal utilities, charitable organizations, and donors.

As Oleh Kuyavsky noted, the capital’s food security depends not only on the availability of supplies but also on a well-organized system for their distribution and delivery to those who need assistance the most. The situation on Kyiv’s consumer market remains under control and predictable.

Where to Find the Schedule for Food Fairs

An important component of maintaining a stable food supply is the holding of agricultural fairs in the capital. They are held regularly in various districts of Kyiv and provide residents with more opportunities to purchase basic food items.
