PlayCity Agency Will Replace KRAIL: Ukraine Creates a State Body to Regulate Gambling

The new state agency PlayCity will replace the Commission for the Regulation of Gambling and Lotteries (KRAIL) and will be responsible for implementing policy in the field of gambling and lotteries.

To combat corruption in the gambling business, Ukraine is launching a new state agency called PlayCity, the Ministry of Digital Transformation announced.

According to the ministry, PlayCity will soon begin operating, replacing KRAIL and taking over responsibility for implementing gambling and lottery policy, while the Ministry of Digital Transformation will remain responsible for policy development.

The ministry’s main task is to digitize the licensing process and create tools for strict market control and combating illegal casinos. The shadow market is currently costing the state up to UAH 10 billion annually.

“Digitizing the sector will help eradicate corruption, make the market more transparent, and increase budget revenues — which will go to support the Defense Forces”, the statement said.

The next step is to appoint a director for the agency and approve regulations for its operation.
