Since December 2020, since the beginning of the use of the instrument of state guarantees on a portfolio basis, 47,909 loans totaling UAH 154.2 billion have been issued to support micro, small and medium-sized businesses in Ukraine. During the period of martial law, 42,759 such loans for 143.7 billion UAH were issued. This is reported by Dengi.ua with reference to the Ministry of Finance.
In May, entrepreneurs received 1,114 loans for UAH 3.6 billion with the share of obligations on the principal debt guaranteed by the state in the amount of more than UAH 1.9 billion.
As of June 1, 2025, 29 lending banks are servicing 22,501 loans for UAH 76.5 billion. Principal debt obligations partially secured by state guarantees on a portfolio basis amounted to about UAH 34.8 billion. This is 67% of the total limit of guarantees provided (UAH 51.7 billion).
In terms of the number of loans serviced as of June 1, under state guarantees on a portfolio basis, the following banks are leading:
- Privatbank - 15,063 loans totaling UAH 22.1 billion, which is 59% of the limit of such guarantees provided to the bank;
- Oschadbank - 3,138 loans totaling UAH 11.2 billion (55% of the bank's limit);
- Ukrgasbank - 971 loans for UAH 10.5 billion (72% of its limit);
- FUIB - 705 loans for UAH 7.8 billion (78% of its limit);
- Ukreximbank - 491 loans for more than UAH 7.6 billion (81% of its limit).
The largest volume of such loans is serviced in Kyiv - 2,751 loans totaling UAH 10.3 billion, as well as in such regions:
- dnipropetrovsk region - 1881 loans totaling UAH 6.1 billion ;
- in Lviv region - 1805 loans for UAH 5.6 billion ;
- kharkiv region - 855 loans for UAH 5.1 billion;
- in Kyiv region - 1,512 loans for UAH 4.7 billion;
- in Odessa - 1477 loans for UAH 4.5 billion.
By types of economic activity, the most loans partially secured by state guarantees on a portfolio basis are serviced in the following spheres:
- agriculture - 4,479 loans totaling over UAH 26.6 billion;
- processing industry - 4,438 loans for UAH 21.5 billion;
- wholesale and retail trade, repair of vehicles - 9,638 loans for UAH 20.4 billion;
- transportation, warehousing, postal and courier activities - 1193 loans for UAH 2.6 billion; transportation, warehousing, postal and courier activities - 1193 loans for UAH 2.6 billion; and
- construction - 718 loans for UAH 1.9 billion.
