Arms Exports from Ukraine: New Rules for Overseas Sales in 2026

The government is launching a mechanism for the controlled export of Ukrainian weapons.

The government is launching a special mechanism for the controlled export of Ukrainian weapons and defense technologies. A portion of the revenue from foreign sales will go directly to the state budget to support the development of the domestic defense-industrial complex (DIC), while the needs of the Armed Forces remain an unconditional priority.

This was reported by Dengi.ua, citing a statement by Yulia Svyrydenko.

How the Mechanism for Exporting Ukrainian Weapons Will Work

The new mechanism will be in effect during martial law. It establishes transparent, clear rules for exporting weapons to partner countries under the “Drone Deal” framework.

The main goal of this initiative is to ensure that every export contract contributes to strengthening domestic defense production and provides the Ukrainian army with even more of its own weapons.

How Much Revenue from Exports Will Go Toward Developing the Defense Industry

A certain percentage of the proceeds from these transactions will be allocated to a special state budget fund for the further development of Ukraine’s defense industry:

  • 20% of the proceeds from the export of finished products and technologies;
  • 30% of the proceeds from the export of components.

An important detail: the minimum contract value for the export of finished products must be at least UAH 15 million. There is no such financial threshold for the sale of components.

Who Will Be Granted the Right to Export Weapons

The state’s top priority remains fully supplying the Armed Forces. A manufacturer will be granted export rights only if it can provide documentary evidence of its ability to simultaneously fulfill both a domestic government order and a foreign contract.

An export license may be denied for two main reasons:

  • The Ministry of Defense or another government customer already plans to purchase these goods for Ukraine’s defense needs;
  • The goods are included in the List of Critical Goods.

The Ministry of Defense will review and update the list of critical goods and technologies on a quarterly basis, while the Ministry of Foreign Affairs will update the list of countries to which the export of Ukrainian weapons is permitted.

How Ukrainian Technologies Will Be Protected

The transfer of Ukrainian technologies abroad will take place without transferring intellectual property rights. The state will maintain strict control over how the weapons are used and will regulate issues related to their possible re-export.

It is worth noting that today, more than half of all weapons used on the front lines are Ukrainian-made. Domestic arms manufacturers continue to actively scale up production of unmanned systems, electronic warfare (EW) equipment, ammunition, and various components.
