Foreign Legion: Cabinet of Ministers Approves Logistics Procedures for Foreigners in the Armed Forces of Ukraine

A clear mechanism has been established for recruiting foreign volunteers into the Defense Forces, covering everything from their travel to Ukraine to the signing of a contract.

The Cabinet of Ministers of Ukraine has approved the logistics procedure for foreign citizens who wish to join the ranks of the Ukrainian Armed Forces as volunteers. This was reported by Dengi.ua , citing a post by Prime Minister Yulia Svyrydenko on her Telegram channel.

According to her, a clear and transparent mechanism has been established for recruiting foreign volunteers, covering everything from their travel to Ukraine to the signing of a military service contract.

The Prime Minister also explained how the logistics process will work, specifically:

  • Candidates will be assisted throughout this process by companies included in the registry maintained by the Center for the Recruitment of Foreigners and Stateless Persons. These companies must submit an application and the required documents to the Center. Only companies that meet the established criteria and have paid a security deposit of 5 million UAH can be included in the registry. This serves as financial collateral in case a company violates the terms of the contract. Following a verification process - which includes background checks for sanctions and ties to the aggressor state - a decision will be made within 10 business days.
  • Companies that pass verification and are entered into the registry will invite candidates and collect the necessary documents, which the Center will then review and approve.
  • The company will then assist with paperwork, insurance, logistics for foreign volunteers (who may also be stateless persons), as well as accommodation and meals until the contract is signed. The fee for these services is fixed at 300,000 UAH per candidate; however, it will be paid in installments to prevent misconduct.
  • Companies will be held responsible for ensuring the legality of all procedures and the authenticity of documents. If a candidate fails the medical examination or refuses to sign the contract, the company must cover the costs of returning them to their country of origin.

“The President of Ukraine’s initiative to recruit foreigners is a priority for the government. The defense forces already have experience in recruiting foreign volunteers. We must scale this up to the point where 30–50% of infantry and assault troops positions are filled by foreign volunteers,” noted Yulia Svyrydenko.
