In the first 4 months of 2025, the total amount of expenditures of the general fund of the state budget amounted to UAH 1.2 trillion, which is UAH 239.6 billion or 25.3% more compared to the same period last year. Including in April, UAH 329.9 billion was spent. At the same time, UAH 150 billion more was spent on military salaries than on social payments - pensions, scholarships and allowances.

It is noted that the most money was allocated for the following expenses:
UAH 475.2 billion - for labor remuneration with accruals (including in April - UAH 125.7 billion) or 40.1% of total expenditures spent in January - April 2025 (against the same period last year increased by UAH 86.7 billion, or 22.3%). In particular, 365.2 billion hryvnias (in April - 96.6 billion hryvnias) were allocated for the monetary maintenance of servicemen;
160.4 billion UAH - to pay for the use of goods and services (in April - 49.1 billion UAH) or 13.5% of total expenditures. Among them:
- UAH 83.9 billion - to support the Armed Forces of Ukraine and other military formations and law enforcement agencies. This is the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor and other special equipment), fuel and lubricants, food, payment for public utilities;
- UAH 50.2 billion - transferred by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical services to the population;
212.9 billion UAH - for social security(payment of pensions, allowances, scholarships) (in April - 54.1 billion UAH) or 18% of total expenditures, which is by 25.7 billion UAH or 13.7% more compared to the same period last year, including:
74.2 billion UAH - transfer of the Pension Fund for financial provision of payment of pensions, supplements and increases to pensions;
UAH 33.7 billion - for social protection of children and families, protection of citizens in difficult life circumstances, to support low-income families;
UAH 20.7 billion - for payment of housing subsidies and benefits to citizens for payment of housing and communal services, purchase of solid and liquid furnace household fuel and liquefied gas;
163 billion UAH - for subsidies and current transfers to enterprises (institutions, organizations) (in April - 40.6 billion UAH) or 13.7% of total expenditures. Among them:
- 149.2 billion UAH - for the purchase of goods to meet the needs of the Armed Forces of Ukraine;
- UAH 7.2 billion - to ensure the functioning of the Entrepreneurship Development Fund;
- 92.5 billion UAH - for servicing the state debt (in April - 34 billion UAH) or 7.8% of the total (against the same period last year increased by 28 billion UAH or 43.4%);
- UAH 53.9 bln - for transfers to local budgets (in April - UAH 15.3 bln) or 4.5% of the total volume (compared to the same period last year increased by UAH 3.1 bln, or 6.1%).
