The Strategic Investment Council has approved the Unified Project Portfolio of Public Investments of the State (UPP) for 2026. [[/link_direct]] This was announced by the press service of the Ministry of Finance, as Dengi.ua .

It is noted that the portfolio includes 149 initiatives (60 programs and 89 projects) with a total estimated cost of UAH 11.4 trillion.

Of these, 75 initiatives based on existing ones (continued from 2025) with an estimated cost of about UAH 1 trillion additionally, as well as 74 new ones (presented for the first time) - about UAH 10.4 trillion.

As explained by the Ministry of Finance, the above amounts are the total estimated cost of the initiatives, not the funding plan for 2026 only. The EPP gives grounds for the initiatives to qualify for full or partial funding from the state budget in 2026 and subsequent budget periods.

Key portfolio priorities: resilience of critical infrastructure, continuity of basic services for people, and logistics for the economy:

  • Municipal Infrastructure and Services (Ministry of Development) - 40 (26 programs, 14 projects).
  • Transport (Ministry of Development) - 39 (6 programs, 33 projects).
  • Energy (Ministry of Energy) - 25 (25 projects).
  • Health (MOH) - 22 (11 programs, 11 projects).
  • Education and Science (MOES) - 10 (8 programs, 2 projects).
  • Housing (Ministry of Development) - 4 (4 programs).
  • Social sphere (Ministry of Social Affairs) - 4 (2 programs, 2 projects).
  • Environment (Ministry of Economy) - 2 (2 programs).
  • Public services and digitalization (Mincifra) - 1 (1 program).
  • Public finance (Ministry of Finance) - 1 (1 project).
  • Legal activities and legal proceedings (Ministry of Justice) - 1 (1 project).
