Companies associated with businessman Rinat Akhmetov and other Donetsk contractors will supply coal to Ukrzaliznytsya at the highest prices for more than 150 million hryvnias. About it write "Nashi Groshi", reports Dengi.ua .
As the publication reports, according to "Prozorro", the branch "Passenger Company" of JSC "Ukrainian Railway" on September 4-12, according to the results of tenders concluded agreements for the supply of coal for 151.55 million UAH. In all cases at the auctions in the first half of August there was a great competition, but the firms, which made discounts of up to 20% of the expected cost, refused to conclude deals for various reasons. As a result, the companies that made the most expensive offers won.
It is noted that the auction was held in the system "Prozorro.Market" on the procedure of request for quotations. Here, participants can make a starting offer and can no longer bargain. So, on the tender in the amount of UAH 40.28 million came seven participants, but six cheaper refused to sign contracts. They were Energosnab Trade LLC, Rodina Resources LLC, Gorny Resource LLC, Mix Service Group LLC, Zakhidmarket LLC and Energo Vostok Anthracite LLC with prices of UAH 9,872-11,644/t including VAT.
"Energosnab Trade" explained the refusal by the increase in wholesale prices, "Gorny Resource" - by objective circumstances, "Zakhidmarket" - by the director's sick leave, and "Energo Vostok Anthracite" - by some "objective circumstances that have arisen recently and make it impossible to fulfill supplies in a timely and proper manner". The rest did not provide collateral and did not sign the contract. Thus, the winner was the most expensive bidder D.Trading from Rinat Akhmetov's group with the price of UAH 11,900/t. Akhmetov's firm won the bidding without dropping a penny from the expected cost of the customer, unlike all the other participants," the journalists emphasize.
In addition, as the publication found out, the next two tenders of UZ were held according to a similar scenario. After six firms recused themselves, the contract at the starting price of UAH 49.12 mln was taken by Macrocapital LLC with the coal price of UAH 11,892/t. This firm is registered in Pokrovsky district of Donetsk region, and the founder is Anton Aksenov from occupied Makeyevka.
It is also reported that six other bidders refused to sign agreements for the UAH 54.09m contract, which was awarded to Coalenerzhi LLC with a price of UAH 11,604/t. The firm is registered in Slavyansk in Donetsk region, and the founders are Kiev resident Valeria Monastyreva and Lviv resident Lyudmyla Ganzyuk.
"A few days earlier, in August "Passenger Company" ordered coal DG (13-100) 5% cheaper - at 11,280 UAH/t. Here the supplier was selected as the Mining and Processing Plant Center LLC (Sheptytskyi, Lviv region, founder Andriy Martynenko). And in front of it also refused to make deals five companies," - writes the publication.
