The administration of U.S. President Donald Trump has issued an ultimatum to Ukraine’s military and political leadership, threatening to halt the transfer of intelligence data and block the supply of American weapons through the European PURL program, if Ukraine continues to attack Russian oil refineries.

According to The Kyiv Independent, as cited by Dengi.ua.

What restrictions is Washington threatening to impose on Ukraine?

Pressure on the Ukrainian government has intensified sharply following Donald Trump’s unilateral announcement of the so-called “energy truce,” the details of which were not communicated to the Ukrainian side in advance.

According to sources, U.S. officials have been in direct contact with Ukraine’s military leadership:

  • Recipients of the calls: Pavlo Palisa, deputy head of the Presidential Office for Military Affairs, and Mykhailo Drapatyi, Commander-in-Chief of the Armed Forces of Ukraine, received phone calls from U.S. representatives;
  • Suspension of intelligence sharing: The U.S. side warned of its intention to completely halt the exchange of critical military intelligence, which has continued even after the suspension of direct U.S. financial and military aid;
  • Blocking PURL: Washington is threatening to block the implementation of a European program to supplying American weapons, funded by NATO partners with billions of dollars.

This pressure comes amid Trump’s high-profile statements about his intention to import Russian diesel fuel and his public demands for a change in Ukraine’s leadership.

How Kyiv and Moscow Are Responding to the Proposed Ceasefire

Despite Washington’s ultimatums, the Russian military has not ceased its attacks on Ukraine’s power grid. Just hours after the ceasefire was announced, the Kharkiv CHPP (Combined Heat and Power Plant) came under attack, and overnight, a jet-powered drone damaged a Ukrainian gas production facility.

President Volodymyr Zelenskyy’s position:

  • the principle of reciprocity: Ukraine is prepared to observe the moratorium only on the condition that Russia implements it in a mirrored and synchronized manner;
  • scope: the ceasefire must cover absolutely all energy infrastructure without exception (including thermal power plants, hydroelectric power plants, distribution substations, and gas production facilities), and not merely oil refineries, since Ukraine’s only major oil refinery was destroyed long ago;
  • assessment of the Kremlin’s actions: Commenting on the aggressor’s unrelenting attacks, the head of state emphasized that Vladimir Putin is blatantly ignoring the U.S. leader’s public peace initiatives.

Kremlin Press Secretary Dmitry Peskov declined to comment on the practical details of the energy truce, limiting himself to his standard statements about Russia’s formal readiness for the negotiation process.
