As of early summer in Ukraine, the debt of household consumers for heat and hot water reached UAH 33.9 billion, which is UAH 2.2 billion (or 6.9%) more than a year ago. Kharkiv, Kyiv and Dnipropetrovsk regions collectively owe 20.5 billion UAH. This is reported by DiXi Group , write Dengi.ua .
As of June 1, 2025, Kharkiv region (UAH 8.9 billion), Kyiv (UAH 6.9 billion) and Dnipropetrovsk region (UAH 4.7 billion) accounted for 60.6% of the total debt for heat and hot water.
Moreover, these regions showed the largest increase in debt over the year: Dnipropetrovsk region added UAH 1 billion, Kharkiv region - UAH 0.4 billion, and Kyiv - UAH 0.3 billion. The total debt growth of these regions amounts to UAH 1.7 billion, or more than 76% of the total debt growth in Ukraine.
Another four regions owe more than UAH 1 billion:
- Donetsk region - 2.6 billion UAH;
- Zaporizhzhya - UAH 1.7 bln;
- Odessa region - UAH 1.6 bln;
- Kherson - UAH 1.2 billion.
At the same time, in 17 other oblasts the total debt amounts to UAH 6.2 billion (18.1% of the total amount).
The smallest debt is recorded in Zakarpattya region - 0.8 million UAH, which is explained by the almost complete absence of centralized heating and hot water supply in the region.
It is noted that in the unheated period, from April to September, the level of payments for heat and hot water traditionally exceeds 100% due to the repayment of debts accumulated in winter.
For May 2025, the highest rates of payments in the western regions: Zakarpattya - 133.2%, Chernivtsi - 128.8%, Lviv - 120.5%.
At the same time, the lowest payment rate is in Kherson region - only 44.1%. In frontline Donetsk region the level of payment for May is 55.9%. In the remaining 19 regions, the population paid for heat and hot water at the level from 89% to 120%.
"If ten years ago, in June 2015, the debt for heat and hot water amounted to UAH 5.0 billion, it has grown by 578% to UAH 33.9 billion over the decade. The debt peaks during the winter period, when the heating season lasts. At the same time, in US dollar equivalent over four years, from June 2021 to June 2024, the debt remained almost unchanged - about $782 million," the report says.
As of June 1, 2025 the debt of the population for centralized water supply and drainage amounted to 9.3 billion UAH, and for household waste disposal - 2.4 billion UAH.
