Business Activity Rebounded in February: Revenue Growth After Winter Slowdown

Ukraine's State Tax Service reported an uptick in business activity and revenue in February 2025, following the typical post-holiday seasonal downturn in January.

As expected, January saw a drop in sales volume after the December peak. However, economic activity significantly improved in February.

Average daily revenue in February rose by 10% month-on-month, from UAH 12.7 billion to UAH 14 billion. The total number of receipts issued in January and February reached 1.533 billion, indicating growing consumer activity.

One of the most dynamic segments was the fuel market. In February, 19.69 million liters of fuel were sold through cash registers — up 9.3% from January’s 18.01 million liters.

The total value of fuel sold in the first two months exceeded UAH 56.9 billion, which could signal increased consumption and further market de-shadowing.

The alcohol and tobacco sectors also saw steady growth. Alcohol sales rose 1.9% in February to UAH 393.5 million (up from UAH 386.1 million in January). More than 100,000 licenses are active for alcohol retail.

Tobacco sales increased by 2.7%, from UAH 334.8 million in January to UAH 343.7 million in February. Total tobacco and e-cigarette liquid revenue has already surpassed UAH 20 billion, with over 75,000 trade licenses issued in this segment.

The household electronics sector showed significant cash turnover: total revenue for January–February 2025 reached UAH 31.12 billion, with UAH 16.2 billion in January and UAH 14.92 billion in February.

The gambling sector also showed significant turnover: total revenue exceeded UAH 8.49 billion — UAH 4.39 billion in January and UAH 4.09 billion in February.
