Ukraine's reconstruction and modernization will cost $1 trillion - Shmygal

The reconstruction and modernization of Ukraine will cost 1 trillion dollars for a period of 14 years. This was announced by Prime Minister Denys Shmygal during his speech at a meeting of the Ukrainian Platform of donors at the ministerial level within the framework of URC-2025, Dengi.ua .

To support Ukraine's recovery and modernization, a concept was developed to create two funds totaling $1 trillion.

According to Shmyhal, the first one is the "Ukraine Fund" worth 540 billion dollars, because this is how much, according to the World Bank's estimates, it will cost to rebuild Ukraine. This fund will be administered by Ukraine and will be formed by confiscated Russian assets, as well as a special tax on the export of Russian raw materials.

"The second fund is a $460 billion European Structural Fund in support of Ukraine. It will be a platform for investments of the European private sector in Ukrainian production," the Prime Minister said.

Shmyhal also emphasized two strategic tasks facing the government and Ukraine as a whole. These are, in particular, to maintain and increase pressure on the Russian Federation with the help of sanctions. In addition, to ensure sufficient financial resources to enable Ukraine to withstand Russian aggression and related challenges.

An important topic that the head of the government touched upon was the attraction of financial support for 2026 and 2027.

"We are preparing for different scenarios. We offer our European partners to invest in European defense through co-financing of the Ukrainian army. Military expenditures now amount to 100-120 billion dollars. In conditions of peace and without taking into account the production of weapons, the maintenance of the Ukrainian army will cost 50 billion euros a year. We expect that half of this amount will be provided by the EU," - added the Prime Minister.
