The NABU and the SAP within the framework of the Midas special operation to investigate large-scale corruption in the energy sector have made public records, some of which relate to the construction of elite estates in Kozyn by the persons involved in the investigation. The journalists believe that a former deputy prime minister and a figure in another corruption case, Oleksiy Chernyshev, is behind this large-scale construction.
It is reported that in particular, in one of the telephone conversations, Timur Mindich (call sign "Carlson"), co-owner of the Kvartal-95 studio, discusses the "canning" of the construction.
Having analyzed these conversations, the publication assumed that it is about the construction of estates in Kozin, which the journalists showed earlier. At that time they found out that the documents and land for the construction of the houses were registered to people connected with former Deputy Prime Minister Alexei Chernyshev.
"Interestingly, Mindich's talk about "conservation" took place after the NABU and SAP handed Chernyshev a suspicion in the corruption case. So we can assume that this fact caused the desire to "freeze" the project. It also follows from the published records that some of the money received as kickbacks from Energoatom's contractors was invested in this construction. For example, "Sugarman" (one of the defendants) in one of the conversations directly says that 500 thousand should be given to "Che Guevara" (such a call sign Chernyshev had) for the construction", - stated in the journalistic investigation.
