In Ukraine, fines for employers who do not fulfill the requirements for employment of people with disabilities have increased significantly. On average, the amount of sanctions for the year increased by 20% and reached UAH 317,000. According to Opendatabot, in total, nearly 8,700 companies received such fines, reported Dengi.ua
Billions of dollars of fines
According to the results of last year:
- 8,697 employers violated the norm;
- the total amount of fines exceeded UAH 2.76 bln;
- the average fine amounted to UAH 317,000.
This represents approximately 10% of all companies obligated to create jobs for people with disabilities.
How the situation has changed
For comparison, previously the share of violators was much higher:
- 17.5% in 2023;
- before the full-scale war, only 2.5%.
While the share of violators has decreased compared to previous years, the fines themselves have grown measurably larger.
How many companies are subject to the requirements
In total, there are 88,705 companies in Ukraine with eight or more employees that are legally required to meet disability employment quotas. Over the past year, the number of such companies has slightly decreased by about 2%.
What this means for business
The increase in fines puts additional pressure on employers and encourages them to be more proactive in complying with legislation. This is not only about avoiding financial sanctions but also about the necessity of creating truly inclusive workplaces.
Consequently, as the state strengthens its oversight of social norms, ignoring these requirements is becoming increasingly expensive for businesses.
