Fewer Raiding Cases in Ukraine: How Many Go to Court

Most cases involve document forgery.

In 2024, Ukraine recorded 323 raiding cases -  11% fewer than in 2023 and 1.8 times fewer than in 2021, according to Opendatabot citing the Prosecutor General’s Office.

Only 28% of these cases reached court, slightly higher than during the early war years, but lower than in 2020–2021 (about 40%).

Breakdown of raiding-related crimes:

  • 74% involved document forgery (Article 205-1 of the Criminal Code)
  • 17% related to obstruction of lawful business activity (Art. 206)
  • Others involved illegal asset seizure (Art. 206-2)

In 2024, the Anti-Raiding Office received 1,722 complaints — half as many as in 2021. Over the past five years, 10,710 such complaints have been reviewed.

86% of complaints involved real estate; 14% involved business takeovers.

In the last two years, citizen complaints fell to 36%, while business complaints rose to 42%. Complaints from local authorities rose to 17%.

In 2024, only 30% of complaints were upheld, 43% were denied, and 27% were left without substantive review.
