Since the beginning of its independence, Ukraine has been actively cooperating with the International Monetary Fund (IMF), having received at least eight tranches for various needs over more than three decades. Thus, from 1994 to 2025, our country received a total of about 47.1 billion dollars from the Fund. IN THE PERIOD FROM 1994 TO 2025, OUR COUNTRY RECEIVED FROM THE FUND A TOTAL OF ABOUT $47.1 BILLION. It is noted that Ukraine became a member of the IMF in 1992, and the first interaction occurred in 1994. According to the Ministry of Finance, the first loan was granted under the system of transformational loan in the amount of almost 499 million Special Drawing Rights (SDR - reserve and means of payment supported by the IMF, acting as a supplement to national foreign exchange reserves), which then corresponded to 763 million dollars. The purpose of this loan was to strengthen Ukraine's balance of payments.
In 1995, Ukraine applied to the IMF again and received a loan under the Stand-by program for SDR 1.3billion (USD 1.9 billion). While the first loan was intended to support the balance of payments, the second was aimed at stabilizing the national currency.
From 1998 to 2002, cooperation continued under the Extended Fund Facility (EFF), under which Ukraine received SDR 1.2 billion(USD 1.6 billion) to replenish the NBU's foreign exchange reserves.
In the early 2000s, starting in 2002, cooperation with the IMF was continued on a non-credit basis in the format of the annual "precautionary Stand-by" program, which provided for the possibility of attracting new loans in the amount of SDR 411.6 million. However, the fulfillment of the terms of the program proved impossible, and the loan was not granted.
In 2008-2013, against the backdrop of the global financial crisis, Ukraine received assistance under the Stand-by program: the IMF Board of Directors allocated $16.4 billion, then in 2010 the program was revised to $15.1 billion for a period of 2.5 years.
After 2014, as a result of the Revolution of Dignity and the arrival of a new government, the IMF provided a new loan of $16.5 billion. Due to Russia's military aggression in the summer of 2014, the Stand-by program was replaced by a four-year EFF program with three tranches of $7.7 billion. A fourth tranche of about $1 billion was approved in April 2017. The program ended in 2019, coinciding with the presidential election.
From 2019, Ukraine continued its cooperation with the IMF: a new three-year, $5.5 billion EFF program was agreed, and an 18-month, $5 billion Stand-by program began in 2020, taking into account the pandemic.
In total, from 1994 to 2020, the total amount of aid amounted to $35 billion.
Since February 2022, after the start of Russia's full-scale invasion, Ukraine has received $12.4 billion from the IMF, Finance Minister Serhiy Marchenko said. Another 2.7 billion dollars is expected to be raised in 2025.
