Ukraine is experiencing the largest housing deficit in its history. As of today, the total need for housing reaches 600 million square meters. This is reported by Dengi.ua with reference to data five-year development strategy of the company "Ukrfinzhilie".
According to the strategy, more than 450 million square meters account for the existing shortage, formed before the war as a result of the deterioration of the housing stock and insufficient supply of affordable housing. Another 150 million square meters of living space lost during the fighting.
At the same time, for two and a half years of the "Oselia" mortgage program only almost 17 thousand people (16,769 borrowers) were able to buy housing. As of the end of May 2025, the total amount of loans issued under the program amounted to UAH 27.6 billion.
At the same time, according to the World Bank estimates, for more than three years of war Ukraine has lost or damaged 13% of its housing stock. The total amount of damage reaches $59 bln.
Also, according to the state company, given the average price of one square meter at the level of 38 thousand hryvnias, the current potential demand for housing in the country is estimated at 22.8 trillion hryvnias.
